This is consistent with the Blackbeard's daughter plot, as that would suggest a date in the 1730s or 1740s, given Blackbeard's dates. The letters of marque would be for the War of Jenkin's Ear????

I don't worry too much about the exact decade in most of my pirste fic, except for the Harry and the Pirate stuff, which runs from 1730 to 1750, more or less. The research is fascinating.
It is nice to see eveyone discussing what might happen and how history will relate (if it even does), Question does anyone know where there is a forum for P4, I like to try and guess and then compare my notes on the final story.
I don't know of any forum, but I haven't investigated it. Maybe someone else knows of one. Someone told me that Keep to the Code is still extant, so maybe that would be worth checking out.
This sounds promising and really is a help for PotC writers. *g* Finally something to work with except Ted and Terry's mention of "It's somewhere around 1720". ;)
