T&T are still the writers, as sharklady35 said. Disney's press release says the movie will return to the fun of PotC1. We shall see.

Any bets on someone saying "why is the rum gone?" during that scene?

Oh, dear, I hope not as that line in DMC was a callback to Jack/Elizabeth on the island, but I wouldn't bet against it, either. And there will probably be slapping, too, a joke that was stale before DMC came out, at least in my opinion.
